सातवें वेतन आयोग की रिपोर्ट पर केंद्रीय कैबिनेट की बुधवार को बैठक होगी और इससे जुड़े करीब 1 करोड़ केंद्रीय कर्मचारी और पूर्व कर्मचारियों की टकटकी कैबिनेट की इस बैठक पर लगी हुई है। फैसला क्या होगा, कितना पैसा बढ़ेगा, यह अभी साफ नहीं है, लेकिन गौर करने की बात यह है कि जस्टिस अशोक कुमार की अध्यक्षता में गठित इस आयोग ने इस बार एक ऐसा नियम कर्मचारियों के लिए प्रस्तावित किया है, जिससे अधिकतर सेवारत कर्मचारियों की भौंहें तन जाएंगी।वेतन आयोग की रिपोर्ट में इस बार यह नया नियम सालाना वेतन वृद्धि को लेकर बनाया गया है। इस नियम को संशोधित निश्चित पदोन्नति यानी एमएसीपी ने तहत निर्धारित किया गया है। आयोग ने अपनी रिपोर्ट में एमएसीपी के तहत कामकाज के नियम कड़े करने का सुझाव दिया है। अब केंद्रीय कर्मचारियों के कामकाज को ‘अच्छा’ से ‘बहुत अच्छा’ तय किया जाएगा।आयोग ने यह सिफारिश भी की है कि वार्षिक वेतन वृद्धि उन कर्मचारियों को नहीं दी जाए जो एमएसीपी की शर्तों के अनुरूप काम करने में सक्षम नहीं हैं या अपने सेवा काल के पहले 20 वर्षों के दौरान नियमित पदोन्नति के योग्य नहीं पाए गए हैं। एमएसीपी में अन्य बदलावों की सिफारिश नहीं की गई है।

- पे कमीशन ने इम्प्लॉइज के लिए कम से कम 18,000 रुपए और ज्यादा से ज्यादा 2,25,000 रुपए (कैबिनेट सेक्रेटरी और इस लेवल के अफसर के लिए 2,50,000 रुपए) मंथली सैलरी की सिफारिश की थी।

- पीके सिन्हा की अगुआई वाली सेक्रेटरीज की कमेटी ने पे कमीशन की सिफारिशों से भी 18 से 30% ज्यादा सैलरी तय करने की बात कही थी।
- यानी 18,000 की जगह करीब 27,000 और 2, 25,000 की जगह 3, 25,000 रुपए सैलरी करने का प्रपोजल दिया था।
- इम्प्लॉइज को अगस्त महीने से एरियर के साथ सैलरी दिए जाने की उम्मीद है।

 

सरकारी खजाने पर कितना पड़ेगा बोझ?

 

- कमीशन ने सैलरी, पेंशन और अलाउंस मिलाकर कुल 23.55% की बढ़ोत्तरी की सिफारिश की। इसे कैबिनेट ने मंजूर कर दिया है।
- इससे केंद्र पर 1.02 लाख करोड़ रुपए का बोझ आएगा जो कुल जीडीपी का 0.7% है। 
- 39100 करोड़ रुपए सैलरी, 29300 करोड़ रुपए अलाउंस और 33700 करोड़ रुपए पेंशन पर खर्च होंगे।
- आम बजट पर 73650 करोड़ रुपए और रेलवे बजट पर 28450 करोड़ रुपए का बोझ आएगा।

 

70 साल में सबसे कम इजाफे की सिफारिश
 

- पैनल ने बेसिक सैलरी में 14.27% से 16% इजाफा करने की सिफारिश की है। यह 70 साल में सबसे कम बढ़ोत्तरी की सिफारिश हैं। 6th पे कमीशन में 20% सैलरी बढ़ाने की सिफारिश की गर्इ थी।

 

क्या हैं कमीशन की अहम सिफारिशें?

- केंद्र के इम्प्लॉइज की बेसिक पे 16% और अलाउंस 67% तक बढ़ाने की बात कही गई है। टोटल सैलरी 23.5% बढ़ाई जाए। पेंशन में एवरेज 24% की बढ़ोत्तरी हो।
- मिनिमम बेसिक पे 7 हजार से बढ़कर 18 हजार रुपए किया जाए। सैलरी में सालाना 3% इन्क्रीमेंट हो। 
- केंद्र के सभी इम्प्लॉइज के लिए भी वन रैंक-वन पेंशन हो। इसके दायरे में 10 साल पहले रिटायर हुए इम्प्लॉइज भी होंगे।
- ग्रैच्युटी की लिमिट 10 से बढ़ाकर 20 लाख रुपए। जब भी डीए 50% बढ़ेगा, ग्रैच्युटी लिमिट 25% बढ़ेगी।
- सैलरी तय करने के लिए पे बैंड और ग्रेड पे का सिस्टम खत्म।
- 56 तरह के अलाउंस खत्म किए जाएं, सभी को एक जैसी पेंशन।
- पैरा मिलिट्री फोर्स के लिए भी शहीद का दर्जा। मिलिट्री सर्विस पे दोगुना होगा। यह सिर्फ आर्मी पर लागू होगा। बाकी पर नहीं।

क्या है सेवन्थ पे कमीशन?

- कमीशन के चेयरमैन अशोक कुमार माथुर हैं। उन्होंने कुछ महीने पहले फाइनेंस मिनिस्टर जेटली को सिफारिशें सौंपी थीं।
- यह कमीशन यूपीए सरकार ने फरवरी 2014 में बनाया था। इसे 18 महीने में रिपोर्ट सौंपनी थी। लेकिन इसका टर्म अगस्त 2015 में चार महीने के लिए बढ़ा दिया गया था।
- कमीशन के सुझावों को सरकार को 1 जनवरी, 2016 से लागू करना है। लिहाजा, एरियर मिल सकता है।
- इन सिफारिशों का 50 लाख इम्प्लॉइज और 58 लाख पेंशनर्श को फायदा मिलेगा।

नई दिल्ली. केंद्र सरकार शीघ्र से ही अपने 47 लाख कर्मचारियों और 52 लाख पेंशनधारियों को खुशखबरी दे सकती है. मीडिया रिपोर्टों पर यकीं करें तो एक अगस्त से केंद्रीय कर्मचारी 6 महीने के एरियर के साथ बढ़ी हुई सैलरी पाने लगेंगे.
रिपोर्टों के मुताबिक जुलाई की बढ़ी हुई सैलरी एक अगस्त 2016 को 47 लाख कर्मचारियों और 52 लाख पेंशनधारियों के खातों में जमा होगी. हालांकि, यह साफ नहीं है कि पिछले छह महीने का पूरा एरियर एक अगस्त को ही कर्मचारियों के खाते में जमा होगा अथवा इसे समय-समय पर जमा किया जाएगा.
गौरतलब है कि केंद्र सरकार 7वें वेतनमान को 1 जनवरी 2016 से प्रभावी बनाने की सोच रही है.
बता दें कि 7वें वेतन आयोग में 2,50,000 रुपए का अधिकतम मूल वेतन और 18,000 रुपए का न्यूनतम मूल वेतन का सुझाव दिया गया था. इसके अलावा 30 प्रतिशत की वृद्धि को मानें तो मासिक वेतन क्रमशः 23,400 रुपए के न्यूनतम स्तर और 3,25,000 रुपए के अधिकतम स्तर तक पहुंच सकता है.

उत्तर -- 6 डी के कार्मिक  पंचायती राज पद अध्यापक को 5 वर्ष का सेवा अनुभव  न्यूनतम व साथ ही योग्यता अर्थात बीएड व stc अनिवार्य है ।                                 

3-- 6 डी के क्या लाभ है ?        

उत्तर --  उक्त समायोजन के बाद कार्मिक  को पंचायती राज में न  गणना कर शिक्षा विभाग मे गिना जाएगा।शिक्षा विभाग के समस्त  परिलाभ को कार्मिक को दिएजाएंगे।

4-- क्या माध्यमिक में कार्यरत  पूल बजट के कार्मिक व एकीकरण में  मर्ज विधालय के कार्मिकों  को 6डी में  गिना जाएगा  ?                                        

उत्तर -- पूल बजट के कार्मिकों व एकीकरण  के बाद माध्यमिक  सेटअप में  गए कार्मिकों   को 6 डी में  नही गिना जाएगा ।इन्हें  अपने मूल विभाग पंचायती राज में  ही  यथावत रखा जाएगा।                    

5 -- समानीकरण में  वरिष्ठता  किस आधार  पर  गिनी जाएगी  ?         

उत्तर -- वरिष्ठता  का आधार जिले में  नियुक्ति/ कार्यग्रहण  तिथि से किया गया है।                                        

6 -- अधिशेष अध्यापक  से क्या अभिप्राय  है ?                               

उत्तर -- एक विधालय में  एक ही विषय के एक से अधिक कार्मिक  कार्यरत है।                                   

7 -- अधिशेष की गणना केसे की      जाए ?                                

उत्तर --ऐसी स्थिति में वहां अधिशेष की गणना विधालय मे अधिकतम ठहराव वाले कार्मिकों को  विषयवार   अधिशेष कर अन्यत्र विधालय में स्वीकृत  रिक्त पदों पर  पदस्थापित  किया जाएगा।

8--वर्तमान Staffing pattern/समानीकरण क्या है ?

उत्तर--माध्यमिक शिक्षा में रिक्त रहे पदों को प्रारम्भिक शिक्षा (3rd ग्रेड) से भरना

9--6D व् staffing pattern में क्या अंतर है ?

उत्तर--6D केवल पंचायतीराज कार्मिकों के लिए होता है जबकि staffing pattern सभी का हो सकता है

10--staffing pattern  व् 6D में ब्लॉक change हो सकता है ?

उत्तर-- हाँ

11--नवनियुक्त अथवा 2012 अध्यापक किससे और कैसे प्रभावित होंगे ?

उत्तर-- सभी प्रारम्भिक शिक्षा को सौंपे जाने चाहिए ।

12--वर्तमान में counseling सही अर्थों में इनमे से क्या है ?

उत्तर-- माध्यमिक शिक्षा में अध्यापकों के रिक्त पदों को 6D वरीयता के आधार पर भरना

13--माध्यमिक में पूर्व में ही समायोजित शिक्षको के लिए कौनसी प्रक्रिया अपनाई जायेगी

उत्तर--जिनका पूर्व में समायोजन हो चूका हे उनको वही करेंगे अगर किसी के पूर्व में गलती रह गयी हो तो वह सम्बंधित DEO से मिल कर त्रुटि सुधार करा सकता हे
और जो शिक्षक माध्यमिक में कार्यरत हे और उनका अभी तक समयोजान नही हुआ हे अगर वह योग्यता रखते हे ( स्टाफिंग पैटर्न और कॉउंसलिंग प्रक्रिया ) जे अनुसार तो उनका समाजोयन माध्यमिक में होगा वरना उनको प्रारम्भिक में वापस भेजा जायेगा ।

The central government is going to start payment of salaries to its 48 lakh officials and employees according to 7th Pay Commission award from July and six months’ arrears are to be paid in August.

As per official calculation, no huge amount will be required for the payment of arrears.
The government in its annual budget has provisioned Rs 70,000 crore to meet the demand for implementation of 7th Pay Commission for central government employees which will take effect from January 1, 2016, while the allowances would be paid from July 1, 2016.

Basic salary of central government employees is likely to be tripled under the 7th Pay Commission award with employees in the lower rung getting the highest percentage of raise.

In the highest grade, basic salary is likely to rise around to Rs 2,70,000 to Rs 2,50,000 and in the lowest grade to Rs 21,000.

In June end, the cabinet is likely to approve the new pay scales for central government employees after considering report of the 7th Pay Commission, led by Justice A K Mathur, and the report of the 13 member Empowered Committee of Secretaries headed Cabinet Secretary P K Sinha to process the recommendations of the 7th Pay Commission, which was set up in January.

The officials familiar with the developments told The Sen Times that the Finance Minister Arun Jaitley has not been under pressure to meet the demand as he has surplus money in the national exchequer.

“We have provisioned for around 60-70 per cent of the total burden that was talked about,” the officials said adding about Rs 70,000 crore has been provided in the Budget.

The government will issue a circular in respect of online pay-fixation, which will reduce hassles as doing the same manually is both time-consuming and harassing. Pay fixation is a mandatory procedure for getting new pay and perks, the officials told us.

“We’re at the for issuing the notification and one more month will be required to issue after cabinet nod, so we hopefully say that central government employees will get new pay and arrears in July and August respectively,”

शिव-पार्वती भवन में आयोजित कर्मचारी सम्मेलन में बोलते चिकित्सा मंत्री राजेन्द्र राठौड़।

राज्य कर्मचारियों को 7वें वेतन आयोग का तोहफा शीघ्र मिल सकता है। चिकित्सा एवं स्वास्थ्य मंत्री राजेन्द्र राठौड़ ने इसके संकेत दिए हैं। संयुक्त कर्मचारी महासंघ एकीकृत के संभागीय सम्मेलन में उन्होंने सरकार को एम्प्लाय फ्रेंडली बताते हुए कहा है कि सरकार ने 2008 में जिस प्रकार से छठा वेतन आयोग लागू किया था। सातवें वेतन आयोग की सिफारिशें भी उसी तर्ज पर मानने की तैयारी की जा रही है।

गोगागेट स्थित शिव पार्वती भवन में हुए संभागीय सम्मेलन में प्रमुख तौर पर तीन समस्याएं छायी रही। कर्मचारी नेताओं ने 7वें वेतन आयोग को लागू करने से पहले सभी कैडर के कर्मचारियों की वेतन विसंगतियों को सुलझाने की मांग की। संविदा कर्मचारियों को नियमित करने के साथ ही मंत्रालयिक कर्मचारियों का अलग निदेशालय बनाने की मांग भी की गई। प्रदेशाध्यक्ष महेन्द्र सिंह ने कहा कि कर्मचारियों की मांगों को लेकर मंत्री मंडलीय उप समिति रिपोर्ट तैयार कर सरकार को देगी।

उन्होंने भरोसा जताते हुए कहा कि फैसला कर्मचारियों के पक्ष में ही होगा। सहकारिता मंत्री अजय सिंह किलक, संसदीय सचिव डॉ. विश्वनाथ और वक्फ बोर्ड के अध्यक्ष अबुबकर नकवी ने सरकार को कर्मचारियों की हित चिंतक बताया। महासंघ के प्रदेश महामंत्री संतोष विजय, संरक्षक शंकर पुरोहित, मनजीत कौर, आनंद पणिया, विजय सिंह, कमल अनुरागी, मनीष देवाश्री आदि ने विचार व्यक्त किए। संचालन जिलाध्यक्ष भंवर पुरोहित ने किया।

संभागीय सम्मेलन में कर्मचारी नेताओं ने चिकित्सा मंत्री राजेन्द्र राठौड़ को अपना 25 सूत्रीय मांग पत्र सौंपा। जिसमें वेतन भत्ते, नियमितीकरण, आर्थिक शोषण से मुक्ति, वन विभाग, महिला एवं बाल विकास विभाग, नर्सेज, लैब टेक्नीशियन, आईजीएनपी, फार्मासिस्ट, पीएचईडी सहित विभिन्न विभागों से जुड़ी विसंगतियों और समस्याओं का विवरण दिया गया है। जिलाध्यक्ष भंवर पुरोहित ने बताया कि खास तौर पर संविदा पर काम करे कर्मचारियों को नियमित करने की मांग पर जोर दिया गया है। इंजीनियरिंग कॉलेज से जुड़े मुद्दे की जानकारी भी राठौड़ को दी गई है।
